About Us

United Community Acton Partnership (UCAP) is a newly merged agency made up of two agencies previously known as Western Community Action and Heartland Community Action Agency. Both organizations had been in existence for over 52 years prior to the merger which occurred October 1, 2016.

UCAP’s mission is “eliminating poverty by empowering individuals and strengthening communities.”
We implement our mission by advocating for and providing direct services to low-income persons. Services that we currently provide include: SNAP Outreach, Head Start/Early Head Start, Outreach, Thrift Stores, Food Shelves, Family Based Parenting Program, Kitchen Kamp, Housing Assistance, Energy Assistance, Weatherization, Child Care Aware, Health Care Enrollment, free tax clinics, refugee resettlement programs SOAR, youth mentoring, public transit and the Helping People Get There vehicle donation program.

United Community Action strives to make our programs as “high impact” as possible. In other words, we no longer want to place the “band aid” on a situation, but instead empower families to strive for self-reliance.
